How to Dispose of Paint in California
Paint cannot go in the bin and no junk removal truck can take it. Here is the free state-funded programme that handles it.
Leftover paint cannot go in your household bin and cannot legally be carried by a junk removal company. California runs a free statewide paint recycling programme — PaintCare — funded by a fee already added when you bought the paint, with hundreds of drop-off sites across the state.
Use PaintCare — you have already paid for it
PaintCare operates drop-off sites at participating paint retailers and hardware stores across California. Most accept house paint, primer, stain, sealer and clear coatings, generally up to five gallons per container per visit. It is free at the point of drop-off because a recovery fee was collected when the paint was sold.
Find your nearest site on the PaintCare website before loading the car — participating locations and the categories each accepts do vary.
What PaintCare does not take
Aerosols, solvents, thinners, and paint in unlabelled or leaking containers generally fall outside the programme. Those go to a county household hazardous waste facility instead — LA, Orange and San Diego counties all run them free for residents.
Latex paint you cannot get to a site
Latex (water-based) paint that has been fully dried out solid is, in many jurisdictions, acceptable in household rubbish — the hazard is the liquid. Small amounts can be left open in a ventilated place away from children and pets, or hardened with cat litter or a commercial paint hardener. Confirm your own city’s rule before doing this; it is not universal.
Oil-based paint is different. It stays hazardous whether wet or dry and must go to a proper facility regardless.
Why no hauler will take it
Paint is classified as household hazardous waste. It cannot legally travel in a standard junk removal truck, and a company that offers to take it is either misinformed or intending to dispose of it somewhere it should not go — which becomes your problem if it is traced back to your address.
On a cleanout we set paint aside, tell you the nearest drop-off, and take everything else. Nobody is going to abandon a garage cleanout over two cans of emulsion.
Better than disposal: give it away
Usable paint in good condition is genuinely wanted. Habitat for Humanity ReStore locations often accept it, as do community theatre groups, school art departments and mural projects. A full gallon of decent paint is worth someone’s time to collect.
